This helps make RCMP officers available for daily patrols downtown every morning and evening.</li><li>Additional RCMP and Bylaw Staffing: In recent years, Council added four new RCMP Officer positions and one new Bylaw Enforcement Officer position to enhance coverage in the downtown. Bylaw enforcement services expanded to seven days a week, increasing proactive patrols.</li><li>Community Cleanups: The City&#39;s bylaw team conducts frequent cleanups at downtown locations including Spirit Square, Nunns Creek Park, laneways, and other locations where camping and sleeping are prohibited.</li><li>Fire Department Support: The City&rsquo;s Fire Department is actively committed to supporting downtown safety, with 33% of their calls servicing the city centre.</li><li>Community Safety and Well-Being Plan: The City has started implementing actions from the Community Safety and Well-Being Action Plan to enhance safety, well-being and sense of security across the community. <a href="https://getinvolved.campbellriver.ca/cswb">Learn more about the CSWBP.</a></li><li>CCTV Coverage: CCTV coverage has been expanded and upgraded at key downtown locations to support public safety and traffic monitoring.</li><li>Provincial Advocacy: Council continues to advocate for action on initiatives beyond the City&#39;s scope, such as updates to legislation and investments in housing, mental health and addiction support and other avenues to address the root causes of crime, to the Federal and Provincial governments, Island Health, and BC Housing.</li></ul><h3>Beautification:</h3>The Downtown Business Improvement Association is spearheading vital beautification projects in the Cultural and Waterfront Districts, securing matching funding from the City to enhance key areas. Initiatives include flowerpot maintenance, mural replacements, hydro box wraps, and the installation of downtown maps and artist plaques. The City secured $10.4 million from the Government of Canada&rsquo;s Housing Accelerator Fund to increase the availability of housing in Campbell River. The City&rsquo;s target is to permit 1,277 housing units by January 2028. This funding is also being used to incentivize the development of and increase the availability of both missing-middle and affordable housing. The City and the Province, through BC Housing, partnered to build and develop the Homewood temporary housing facility, delivering low barrier housing with supports to help address the challenges of homelessness and encampments. This includes all of Shoppers Row and Pier Street, as well as a few other downtown blocks. The longer parking time limits make it even easier to stay, shop and relax (maybe with a beverage or a bite to eat?) downtown. Longer-term downtown parking is also available at Tyee Plaza, the Maritime Heritage Centre and other large lots downtown.Downtown Business Walks: Mayor and City staff conduct regular business walks downtown in the Tyee Plaza, along Shoppers Row, and into Campbellton and Willow Point. Downtown is the heart of Campbell River. It’s the cultural center of the community, a space for Campbell Riverites to come together. As such, revitalization and investment in the downtown continues to be a strategic Council priority.

It guides how we design neighbourhoods, move around the community, how land is used, and the amenities that the City provides. Beginning in spring 2026, water and storm service infrastructure will be replaced between Nature Park Drive and Larwood Creek crossing. See below for the latest news about the project, including traffic disruptions and progress updates.<h2>Project Description</h2>Beginning spring 2026 (estimated) the City will begin a significant project to replace water lines along Erickson Road that have reached the end of their operational life. Here&rsquo;s what you need to know: <ul><li>Work will occur roughly between just west of Nature Park Drive to the Larwood Creek crossing.</li><li>Water infrastructure will be replaced to address aging and expand for growth. </li><li>The City will also upgrade stormwater infrastructure to current standards while the construction is underway.</li><li>Upgrades to the surface of Erickson Road (sidewalks, multi-use path, lighting) will be completed if grant funding is awarded. The City is seeking funding now. </li><li>Single-lane alternating will be in place for the duration of the work. </li><li>The City will work with BC Transit and waste collection to maintain service. </li><li>The project is supported by the Government of Canada&#39;s Canada Community-Building Fund. </li></ul>We are working to keep you informed of the plan ahead &ndash; check back here for updates along the way!

Erickson Road Renewal Project

<div class="OutlineElement Ltr SCXW184037822 BCX0">Campbell River is reviewing how we fund stormwater management to keep our system strong, protect homes and waterways, and better ensure costs are shared fairly.<h2>What is Stormwater and Why it Matters</h2>Stormwater is the rain, melting snow and ice that washes off driveways, parking lots, roads, rooftops, and other surfaces. On natural surfaces, like grass or soil, water soaks into the ground like a sponge. But on impervious surfaces &ndash; those hard surfaces like parking lots and rooftops &ndash; rain and melted snow can&rsquo;t absorb into the ground. Instead, it runs off these surfaces, picking up oil, chemicals, litter and other pollutants, and carries them through our storm sewers and out into nearby creeks, the Campbell River, and the Discovery Passage. Some, but not all, stormwater runoff is treated through street sweeping, catch basin cleaning and stormwater ponds.<h2>Stormwater Management in Campbell River</h2>Our stormwater system includes:<ul><li>Over 165 km of storm sewers</li><li>118 km of ditches</li><li>2,911 maintenance holes</li><li>4,313 catch basins</li><li>42,825 storm service connections</li><li>83 outfalls</li><li>25 stormwater management ponds</li><li>14 km of culverts</li></ul>This infrastructure has a combined total value of over $230 million. Most of it is underground, so it&rsquo;s easy to overlook, but it&rsquo;s essential for preventing flooding and protecting our waterways.<div class="fr-img-space-wrap"><img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/483caed40e662f31d1b9403065faea332f6cbdab/original/1765318021/249c15ea12cbc9fc62f552a3ccd332b9_DSG-2025-12-05-CampbellRiver-Social%20Media-60724584_Graphic.png?1765318021">Underground stormwater infrastructure</div>Campbell River&rsquo;s stormwater system is aging and most of it was designed many years ago before there were considerations for extreme weather events. Without regular investment, we risk:<ul><li>Flooding and property damage to homes, businesses and public spaces.</li><li>Polluted waterways that harm fish, wildlife and the natural beauty we all enjoy.</li><li>Higher emergency response costs when things go wrong.</li></ul>Proactive and sustainable funding for our stormwater system helps protect public and private property, keeps our waters clean and builds resilience so our community can better handle extreme weather events.<h2>Paying for Stormwater Services</h2><h3>How We Currently Pay</h3>Property owners have always paid for stormwater services through a flat parcel tax, which can be found on property tax notices. Today, every property pays about $116 per year, regardless of its size or how much stormwater runoff it creates. A small home or caf&eacute; pays the same as a large store with a big parking lot, even though the larger property sends more water into the stormwater system.<h3>Why We Are Reviewing This Approach</h3>A flat fee is simple, but it may not be the fairest way to share costs. We&rsquo;re exploring whether there&rsquo;s a better approach &ndash; one that reflects a property&rsquo;s impact on the stormwater system and helps keep the system strong as our infrastructure ages, our community evolves, and weather becomes more extreme.<h3>How Other Cities Pay for Stormwater</h3>Many cities take a fairer approach by charging stormwater fees based on a property&rsquo;s estimated contribution to the city&rsquo;s stormwater systems, such as sewers and waterways. This makes costs more proportional, encourages property owners to manage runoff and helps fund infrastructure that reduces flooding and pollution.One option is a rate based on impervious area &ndash; hard surfaces like roofs, driveways and parking lots &ndash; because these surfaces create more runoff. Of the 2,000 stormwater fees in North America, over two-thirds use impervious area to determine a property&rsquo;s stormwater fee.<h3>About the Stormwater Utility Funding Study</h3>The Stormwater Utility Funding Study is reviewing alternative funding models for stormwater services. A fee based on estimated impact also opens the door to incentives. Property owners who take steps to reduce the amount or improve the quality of runoff, such as installing rain gardens or oil-grit separators, could qualify for rebates or credits that lower their fee.<h2>Get Involved</h2>Please see our project timeline for key project updates.</div>

Stormwater Utility Funding Study  

The City of Campbell River has been working on a new Quinsam Heights Neighbourhood Plan (QHNP). A final <a href="https://getinvolved.campbellriver.ca/34373/widgets/141148/documents/161711">draft plan</a> will be brought forward to Council and the public in late summer/early fall 2025.<h3>Open House</h3>In summer 2024, staff hosted an open house. Residents were invited to attend an open house to review the plan and provide input in June 2024. Following public and internal input, shortcomings in the original draft plan were identified. Staff wanted to be sure to address these and have been working with consultants and City staff since fall 2024 to get a new and improved draft plan together.Project BackgroundThe Quinsam Heights Neighbourhood Plan was last updated in 2008. Since then, Quinsam Heights has seen pockets of new growth and development in response to Campbell River&#39;s growing population. Quinsam Heights Neighbourhood Plan

The City of Campbell River is updating its Parks, Recreation and Culture Master Plan.Engaging with residents is an important aspect of developing the Master Plan and the City is providing opportunities for all residents to participate. The Master Plan will guide how the City develops, manages, improves and invests in parks, recreation and cultural services (facilities, programs, and events) over the next 10 years. More specifically, the Master Plan will:<ul><li>Define the roles of the City and other levels of government, including First Nations and Strathcona Regional District (SRD);</li><li>Provide a baseline assessment of parks, recreation and culture services, including infrastructure;</li><li>Convey the community&#39;s values and aspirations for the City&#39;s parks, recreation and cultural services;</li><li>Examine best practices and develop innovative ways to maximize the use of current parks, recreation and cultural assets; and</li><li>Identify service-level changes, deliverables, outcomes, priorities and capital costs for 2024 to 2034.</li></ul>The Master Plan will be developed with feedback from partners, interested groups, community partners, and the public, through several means of consultation and engagement, including the resident survey, feedback boards at key locations, youth engagement in schools, and discussion sessions with stakeholder groups and community organizations.

Parks, Recreation and Culture Master Plan

<a href="https://getinvolved.campbellriver.ca/birch-street-neighbourhood-bikeway/surveys/round-2-survey-campbell-river-master-transportation-master-plan-and-dogwood-corridor-study-2" rel="noopener noreferrer" target="_blank">Complete the Birch Street Neighbourhood Bikeway Survey.</a>The City of Campbell River (the City) has upgraded Birch Street to a neighbourhood bikeway. Neighbourhood bikeways are typically streets with low motor vehicle volumes and speeds and do not contain bike lanes. Based on low volumes and speeds, they are comfortable and safe for all ages and all abilities.The speed limit along the Birch Street neighbourhood bikeway has been lowered to 30 kilometres per hour (km/hr) and the pavement has been marked with &ldquo;sharrows&rdquo;. Signage indicating the new 30 km/hr speed limits and the new &ldquo;sharrow&rdquo; pavement markings was installed in September and October 2023. Since these changes were introduced in October 2023, feedback received from residents has been overwhelmingly positive.The Birch Street neighbourhood bikeway will provide a key connection from downtown to near the north end of the Dogwood Street multi-use pathway and will connect several key destinations, including Robron Centre, Robron Park, Pinecrest Elementary School, the hospital, Centennial Park, &Eacute;cole Phoenix Middle School and downtown. Birch Street is a local street and is a good fit for a neighbourhood bikeway, and will reduce cycling off major arterial roads like Alder Street and Dogwood Street.Phase 2, which will begin later this month and carry through into 2024, will focus on introducing traffic-calming measures to further encourage drivers to slow down. The first step in Phase 2 will include consultation with residents to explore the types and location of various traffic calming measures that would benefit the neighbourhood. The City is looking for feedback from all user groups of Birch Street and as many residents as possible. Residents are encouraged to <a href="https://getinvolved.campbellriver.ca/birch-street-neighbourhood-bikeway/surveys/round-2-survey-campbell-river-master-transportation-master-plan-and-dogwood-corridor-study-2" rel="noopener noreferrer" target="_blank">complete the survey </a>by December 21, 2023.Following the consultation, Council will be provided an update and staff will summarize results and make them available to the public. The final design will incorporate public comments and traffic engineering guidelines. This project was approved by Council in 2022, as part of the 2023 budget. Funding support for this project has been received from the Union of BC Municipalities&rsquo; Community Works Fund and the Carbon Neutral Reserve, which have no direct impact on property taxation.

Birch Street Neighbourhood Bikeway

It will exist alongside the area-specific DCC, which will continue to consist only of drainage projects within the Quinsam Heights neighbourhood. Parcels within the Quinsam Heights area (as defined in the area-specific Drainage DCC bylaw) will pay both the City-wide DCC AND the Quinsam Heights Drainage DCC.<h2>Additional Information on DCCs </h2>Payment of DCCsDCCs are paid by applicants/developers at the time of:<ul type="disc"><li>Subdivision, for approval to create new single-family lots (Low Density Residential); or,</li><li>Building Permit, upon application to construct Medium or High Density Residential, Commercial, Industrial, or Institutional developments</li></ul>In-Stream ApplicationsWhen a new DCC Bylaw is enacted, an existing development application submitted prior to the adoption of the new Bylaw is granted 12 month of in-stream protection.In-stream protection will apply to both building permit and subdivision applications received prior to the adoption of any new DCC Bylaw. Protection is also extended to rezoning and development permit applications that were submitted prior to the adoption of any new DCC Bylaw and that will result in a building permit within 12 months of bylaw adoption. If an application meets the required criteria of being submitted prior to the adoption of the new DCC Bylaw, it is protected from rate increases.Statutory Exemptions from DCCsDCC Exemptions, instances when DCCs are not payable, include:<ul type="disc"><li>Construction, alteration, or extension of a building which is solely for public worship and the land on which the building stands is exempt from taxation;</li><li>Units with &le; 29 m2 area;</li><li>Units of &le; $50K of building permit value;</li><li>Where DCCs have been previously charged; and,</li><li>In-stream applications (complete).</li></ul>Waivers and ReductionsUnder the Local Government Act, a local government may opt to impose a Bylaw through which DCCs may be waived or reduced. DCC waivers or reductions can be provided in support of affordable rental housing and low-impact development.The City currently has Development Cost Charges Reduction Bylaw No. 3973, 2024, which enables waivers and/or reductions for eligible developments, which include:<ul type="disc"><li>Not-for-profit rental housing, including assisted living developments owned by a public authority or a not-for-profit society; and,</li><li>For-profit affordable rental housing.</li></ul>In the case of any waivers or reductions provided, the amount waived or reduced is to be entirely supported by the existing taxpayer. <div class="OutlineElement Ltr SCXW184037822 BCX0"> </div>

<div class="OutlineElement Ltr SCXW151539441 BCX0">The 2025 City of Campbell River Citizen Satisfaction Survey results are now available. <a href="https://getinvolved.campbellriver.ca/38894/widgets/167693/documents/159930">View the 2025 Campbell River Citizen Survey Detailed Report on Findings.</a>A total of 1600 surveys were mailed to residents throughout Campbell River in fall 2025. Addresses were selected on a random sample basis, as it is important that we receive responses from a wide range of community members in neighbourhoods across the city. The survey was also made available online and in person at City Hall to ensure that all Campbell River residents had the opportunity to provide feedback.In total, 810 surveys were completed, providing a robust snapshot of community sentiment. The mail survey, which achieved a 25% response rate, is considered representative of Campbell River&rsquo;s population and accurate within &plusmn;5% at a 95% confidence level.Key findings include:<ul><li>Quality of Life:<ul><li>93% rate Campbell River&rsquo;s overall quality of life as good or very good.</li><li>93% say it&rsquo;s a great place to raise children; 92% recommend it as a place to retire.</li></ul></li><li>City Services:<ul><li>70% agree the City is doing a good job overall.</li><li>Satisfaction with City trails (94%) and parks/events (93%) remains strong.</li></ul></li><li>Customer Service:<ul><li>City staff received high marks for helpfulness (86%) and knowledge (89%).</li></ul></li><li>Top Issues:<ul><li>56% identify homelessness and addiction as the most pressing issue.</li><li>34% say housing availability and affordability should be a top priority.</li><li>29% of respondents indicated that they did not feel safe downtown, which was down from 49% in 2023.</li></ul></li><li>Budget and Services:<ul><li>54% support maintaining current service levels through moderate tax increases.</li><li>18% prefer reducing services to keep taxes unchanged.</li></ul></li></ul></div><div class="OutlineElement Ltr SCXW151539441 BCX0">Feedback will help inform upcoming budget discussions, and the decisions Council makes will determine the facilities, services, and programs available to community members for many years to come. The City is conducting the TGS to guide long-term neighbourhood planning and identify infrastructure upgrades that support growth, mobility, and public safety. This two phase study will evaluate options to address current and future transportation needs in the Quinsam Heights area.Phase OnePhase one focuses on improvements to Petersen Road, assessing current and future traffic demands related to growth in Quinsam Heights. The study will examine operational challenges, safety concerns, and multimodal connectivity to ensure the corridor can support anticipated development.The study aims to:<ul><li>Improve transportation safety and connectivity for all users, including residents, pedestrians, and cyclists</li><li>Identify infrastructure upgrades needed to support future housing, services, and growth</li><li>Develop a plan that supports long-term neighbourhood development</li></ul>Data collection along Petersen Road will begin in early 2026 and will include traffic counts, as well as aerial and in person surveys. The study will document existing conditions, assess transportation constraints, and identify opportunities to enhance connectivity, safety, and capacity for growth over the next 10-20 years.The City will keep the public informed throughout the process and work to minimize any disruptions to residents, pedestrians, and road users.Phase TwoFollowing the completion of Phase one and the Petersen Road assessment, and pending approval from Council, Phase two would look at options to increase the capacity of the road network in this area to address current and future transportation needs. Several options would be considered, including exploring the feasibility of upgrading the Elk River Timber (ERT) road corridor to accommodate vehicle traffic, as it did back in 2001, with a separate multi-use pathway for pedestrians and cyclists.This assessment would examine the pros, cons, and overall feasibility of such a route and include dedicated public engagement, providing data for informed decision-marking. Conducting this study would not mean the ERT reconstruction project will proceed but would rather serve as an evaluation to determine whether further consideration is warranted.Phase two would involve extensive public engagement and outreach, and would incorporate feedback gathered from previous engagements, such as the Quinsam Heights Neighbourhood Plan, the Master Transportation Plan, and the Parks, Recreation and Culture Master Plan. <div class="OutlineElement Ltr SCXW184037822 BCX0">The City of Campbell River is updating its Development Cost Charges Bylaw.<h2>Background</h2>Development Cost Charges (DCCs) are one-time fees collected from developers to help communities recover the costs of off-site infrastructure required to support growth.These charges are based on the principle of cost-sharing between existing taxpayers and new development, ensuring that growth pays for growth.The Local Government Act sets out the guidelines under which local governments may administer DCC programs.The funds collected are strictly designated for growth-related capital projects and cannot be used for operations, maintenance, or to address existing infrastructure deficiencies.DCCs may be applied to the following categories:<ul type="disc"><li>Transportation</li><li>Water</li><li>Drainage</li><li>Sewer</li><li>Parkland acquisition/improvements</li><li>Fire protection facilities</li><li>Police facilities</li><li>Solid waste and recycling facilities</li></ul>Eligible costs include planning, engineering, design, legal services, and studies directly related to these capital projects.The City&#39;s Development Cost Charges Bylaw No. 3411 was last updated in 2010. Updating this bylaw will help ensure that new development contributes to the infrastructure it requires.<hr><h2>Feedback from the Community </h2>Between July 2025 and February 2026 the City received input from the development community and other interested parties on the proposed DCC Bylaw updates.All feedback received was summarized in the DCC update report for consideration by City Council (presented on March 12, 202 and the Provincial Ministry. </div><hr><h2>Proposed DCC Rate and Program Updates</h2>The City will maintain its existing city-wide and area-specific DCC programs.DCCs are levied on a per lot or per dwelling unit basis for Low Density Residential and on a per unit basis for Medium Density Residential. It will exist alongside the area-specific DCC, which will continue to consist only of drainage projects within the Quinsam Heights neighbourhood. Parcels within the Quinsam Heights area (as defined in the area-specific Drainage DCC bylaw) will pay both the City-wide DCC AND the Quinsam Heights Drainage DCC.<h2>Additional Information on DCCs </h2>Payment of DCCsDCCs are paid by applicants/developers at the time of:<ul type="disc"><li>Subdivision, for approval to create new single-family lots (Low Density Residential); or,</li><li>Building Permit, upon application to construct Medium or High Density Residential, Commercial, Industrial, or Institutional developments</li></ul>In-Stream ApplicationsWhen a new DCC Bylaw is enacted, an existing development application submitted prior to the adoption of the new Bylaw is granted 12 month of in-stream protection.In-stream protection will apply to both building permit and subdivision applications received prior to the adoption of any new DCC Bylaw. Protection is also extended to rezoning and development permit applications that were submitted prior to the adoption of any new DCC Bylaw and that will result in a building permit within 12 months of bylaw adoption. If an application meets the required criteria of being submitted prior to the adoption of the new DCC Bylaw, it is protected from rate increases.Statutory Exemptions from DCCsDCC Exemptions, instances when DCCs are not payable, include:<ul type="disc"><li>Construction, alteration, or extension of a building which is solely for public worship and the land on which the building stands is exempt from taxation;</li><li>Units with &le; 29 m2 area;</li><li>Units of &le; $50K of building permit value;</li><li>Where DCCs have been previously charged; and,</li><li>In-stream applications (complete).</li></ul>Waivers and ReductionsUnder the Local Government Act, a local government may opt to impose a Bylaw through which DCCs may be waived or reduced. DCC waivers or reductions can be provided in support of affordable rental housing and low-impact development.The City currently has Development Cost Charges Reduction Bylaw No. 3973, 2024, which enables waivers and/or reductions for eligible developments, which include:<ul type="disc"><li>Not-for-profit rental housing, including assisted living developments owned by a public authority or a not-for-profit society; and,</li><li>For-profit affordable rental housing.</li></ul>In the case of any waivers or reductions provided, the amount waived or reduced is to be entirely supported by the existing taxpayer. <div class="OutlineElement Ltr SCXW184037822 BCX0"> </div>

Following the find, the City retained archaeologists who, working along with representatives (Guardians) from the Wei Wai Kum First Nation and We Wai Kai Nation, have been carrying-out additional site investigations to confirm the extent of the archaeological area, in accordance with the Provincial Heritage Conservation Act. These site works are taking place through the summer. The City secured $10.4 million from the Government of Canada&rsquo;s Housing Accelerator Fund to increase the availability of housing in Campbell River. The City&rsquo;s target is to permit 1,277 housing units by January 2028. This funding is also being used to incentivize the development of and increase the availability of both missing-middle and affordable housing. <div class="OutlineElement Ltr SCXW184037822 BCX0">Campbell River is reviewing how we fund stormwater management to keep our system strong, protect homes and waterways, and better ensure costs are shared fairly.<h2>What is Stormwater and Why it Matters</h2>Stormwater is the rain, melting snow and ice that washes off driveways, parking lots, roads, rooftops, and other surfaces. On natural surfaces, like grass or soil, water soaks into the ground like a sponge. But on impervious surfaces &ndash; those hard surfaces like parking lots and rooftops &ndash; rain and melted snow can&rsquo;t absorb into the ground. Instead, it runs off these surfaces, picking up oil, chemicals, litter and other pollutants, and carries them through our storm sewers and out into nearby creeks, the Campbell River, and the Discovery Passage. Some, but not all, stormwater runoff is treated through street sweeping, catch basin cleaning and stormwater ponds.<h2>Stormwater Management in Campbell River</h2>Our stormwater system includes:<ul><li>Over 165 km of storm sewers</li><li>118 km of ditches</li><li>2,911 maintenance holes</li><li>4,313 catch basins</li><li>42,825 storm service connections</li><li>83 outfalls</li><li>25 stormwater management ponds</li><li>14 km of culverts</li></ul>This infrastructure has a combined total value of over $230 million. Most of it is underground, so it&rsquo;s easy to overlook, but it&rsquo;s essential for preventing flooding and protecting our waterways.<div class="fr-img-space-wrap"><img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/483caed40e662f31d1b9403065faea332f6cbdab/original/1765318021/249c15ea12cbc9fc62f552a3ccd332b9_DSG-2025-12-05-CampbellRiver-Social%20Media-60724584_Graphic.png?1765318021">Underground stormwater infrastructure</div>Campbell River&rsquo;s stormwater system is aging and most of it was designed many years ago before there were considerations for extreme weather events. Without regular investment, we risk:<ul><li>Flooding and property damage to homes, businesses and public spaces.</li><li>Polluted waterways that harm fish, wildlife and the natural beauty we all enjoy.</li><li>Higher emergency response costs when things go wrong.</li></ul>Proactive and sustainable funding for our stormwater system helps protect public and private property, keeps our waters clean and builds resilience so our community can better handle extreme weather events.<h2>Paying for Stormwater Services</h2><h3>How We Currently Pay</h3>Property owners have always paid for stormwater services through a flat parcel tax, which can be found on property tax notices. Today, every property pays about $122 per year, regardless of its size or how much stormwater runoff it creates. A small home or caf&eacute; pays the same as a large store with a big parking lot, even though the larger property sends more water into the stormwater system.<h3>Why We Are Reviewing This Approach</h3>A flat fee is simple, but it may not be the fairest way to share costs. We&rsquo;re exploring whether there&rsquo;s a better approach &ndash; one that reflects a property&rsquo;s impact on the stormwater system and helps keep the system strong as our infrastructure ages, our community evolves, and weather becomes more extreme.<h3>How Other Cities Pay for Stormwater</h3>Many cities take a fairer approach by charging stormwater fees based on a property&rsquo;s estimated contribution to the city&rsquo;s stormwater systems, such as sewers and waterways. This makes costs more proportional, encourages property owners to manage runoff and helps fund infrastructure that reduces flooding and pollution.One option is a rate based on impervious area &ndash; hard surfaces like roofs, driveways and parking lots &ndash; because these surfaces create more runoff. Of the 2,000 stormwater fees in North America, over two-thirds use impervious area to determine a property&rsquo;s stormwater fee.<h3>About the Stormwater Utility Funding Study</h3>The Stormwater Utility Funding Study is reviewing alternative funding models for stormwater services. A fee based on estimated impact also opens the door to incentives. Property owners who take steps to reduce the amount or improve the quality of runoff, such as installing rain gardens or oil-grit separators, could qualify for rebates or credits that lower their fee.<h2>Get Involved</h2>Please see our project timeline for key project updates.</div>

The Housing Accelerator Fund (HAF) is a federal initiative administered by the Canada Mortgage and Housing Corporation (CMHC) to accelerate housing supply by supporting local governments in removing barriers to development and streamlining processes. The City of Campbell River entered into a HAF Contribution Agreement with CMHC in January 2024, securing eligibility for up to $10.4 million in funding. This funding is released in stages based on the City&rsquo;s ability to meet the commitments outlined in the Approved Action Plan.The Approved Action Plan consists of seven initiatives and housing supply targets, which collectively aim to increase housing availability through regulatory updates, financial incentives, and land-use planning strategies. The plan includes a Housing Supply Growth Target of 1,277 permitted housing units by January 2028, with additional targets specifying that 549 of these units will be missing middle housing, 345 will be other multi-unit housing, and 16.36 percent of the total permitted units will be designated as affordable housing. Over the course of 2024, the City of Campbell River worked closely with the <a href="https://ccfsc-cccs.ca/" rel="noopener noreferrer" target="_blank">Canadian Centre for Safer Communities</a> to develop a comprehensive Community Safety and Well-being (CSWB) Plan. The CSWB Plan is a collaborative vision with an actionable plan that enhances safety, sense of safety, and overall well-being within the community, which was contributed to by community partners, service providers and the public.<a href="https://getinvolved.campbellriver.ca/42126/widgets/175728/documents/158678" rel="noopener noreferrer" target="_blank">Community Safety and Well-Being Action Plan</a>Mayor and Council endorsed the Community Safety and Wellbeing Action Plan (the Plan) in summer 2025. Stay tuned for future updates.BackgroundCommunity safety and wellbeing planning is an increasingly common approach used by local governments to address root causes and risk factors that contribute to harm and victimization. The central idea behind community safety and wellbeing planning is that resolving complex challenges such as crime, disorder, homelessness, mental health, and addictions require a collaborative approach and actions that span many different sectors and agencies. The planning process seeks to understand the set of problems faced by a community through information gathering and research, followed by community consultation, surveys, and field assessment. This process helps identify a community&rsquo;s strengths alongside gaps or problem areas that need to be addressed. The City of Campbell River is in the process of developing a new Parks, Recreation and Culture Master Plan. Thank you to everyone that has provided feedback thus far throughout the process.The initial phase of engagement and background research has been completed. The findings from this work conducted throughout 2024 are available in two background reports &ndash; the &ldquo;What We Heard&rdquo; Engagement Findings Report and &ldquo;What We Learned&rdquo; Research Background Report. Please refer to the document library (right side of this page) for these documents.The project team is currently working on the Draft Parks, Recreation and Culture Master Plan and targeting early 2026 to review the plan with the community. The City of Campbell River (the City) is upgrading Birch Street to a neighbourhood bikeway. Neighbourhood bikeways are typically streets with low motor vehicle volumes and speeds and do not contain bike lanes. Based on low volumes and speeds, they are comfortable and safe for all ages and all abilities.The speed limit along the Birch Street neighbourhood bikeway has been lowered to 30 kilometres per hour (km/hr) and the pavement has been marked with &ldquo;sharrows&rdquo;. Signage indicating the new 30 km/hr speed limits and the new &ldquo;sharrow&rdquo; pavement markings was installed in 2023. Since these changes were introduced in October 2023, feedback received from residents has been overwhelmingly positive.The Birch Street neighbourhood bikeway will provide a key connection from downtown to near the north end of the Dogwood Street multi-use pathway and will connect several key destinations, including Robron Centre, Robron Park, Pinecrest Elementary School, the hospital, Centennial Park, &Eacute;cole Phoenix Middle School and downtown. Birch Street is a local street and is a good fit for a neighbourhood bikeway, and will reduce cycling off major arterial roads like Alder Street and Dogwood Street.Phase 2, which is planned for 2026, will focus on introducing traffic-calming measures to further encourage drivers to slow down. The first step in Phase 2 will include consultation with residents to explore the types and location of various traffic calming measures that would benefit the neighbourhood.Following the consultation, Council will be provided an update and staff will summarize results and make them available to the public. The final design will incorporate public comments and traffic engineering guidelines. Funding support for this project has been received from the Union of BC Municipalities&rsquo; Community Works Fund and the Carbon Neutral Reserve, which have no direct impact on property taxation.
