Downtown is the heart of Campbell River. It’s the cultural center of the community, a space for Campbell Riverites to come together. As such, revitalization and investment in the downtown continues to be a strategic Council priority. 

Reimagine the Row

Over the course of 2024, the City of Campbell River (the City) worked closely with the <a href="https://ccfsc-cccs.ca/" rel="noopener noreferrer" target="_blank">Canadian Centre for Safer Communities</a> to develop a comprehensive Community Safety and Well-being (CSWB) Plan. The CSWB Plan is a collaborative vision with an actionable plan that enhances safety, sense of safety, and overall well-being within the community, which was contributed to by community partners, service providers and the public. May 2025 UpdateThe City is reviewing the project report and recommendations from the Project Advisory Team (PAT) with the intent of developing a CSWB Action Plan. Stay tuned for future updates.BackgroundCommunity safety and wellbeing planning is an increasingly common approach used by local governments to address root causes and risk factors that contribute to harm and victimization. The central idea behind community safety and wellbeing planning is that resolving complex challenges such as crime, disorder, homelessness, mental health, and addictions require a collaborative approach and actions that span many different sectors and agencies. The planning process seeks to understand the set of problems faced by a community through information gathering and research, followed by community consultation, surveys, and field assessment. This process helps identify a community&rsquo;s strengths alongside gaps or problem areas that need to be addressed. From there, key priorities are identified with actions that could affect positive change.The City, working with CCSC, reviewed past reports and research, engaged the public through a community safety survey, completed a series of 1:1, group and self-led engagement session with community groups, agencies, interested parties, and local First Nations, and compiled a safety assessment of relevant data and statistics. It guides how we design neighbourhoods, move around the community, how land is used, and the amenities that the City provides. Essentially, it&#39;s a roadmap that builds on our strong foundations, guiding us toward an even brighter future for Campbell River.The last comprehensive review of Campbell River&rsquo;s OCP took place in 2012, with minor updates in 2015. HEALTH AND SAFETY:<ul><li>Expanded Security Patrols: Council increased funding to expand the hours of downtown security patrols, ensuring a roving presence in the downtown core. This helps make RCMP officers available for daily patrols downtown every morning and evening, with a 23% increase over last year. </li><li>Additional RCMP and Bylaw staffing: Council approved four new RCMP Officer positions and one new Bylaw Enforcement Officer position to enhance coverage in the downtown.</li><li>Purchased the Downtown Safety Office: 1302 Dogwood Street was purchased by the City to reaffirm investment and commitment to downtown safety, and to ensure that there is a place for residents to go, downtown, when they have questions and concerns.</li><li>Public Nuisance Bylaw: 2023 saw the adoption of an amendment to prohibit the consumption of controlled substances in certain areas where children and families engage in recreational activities, to allow all to enjoy public spaces. </li><li>Fire Department Support: The City&rsquo;s Fire Department is actively committed to supporting downtown safety, with 33% of their calls servicing the city centre.</li><li>Development of a Community Safety and Well-Being Plan: This initiative will create an actionable plan to enhance safety and overall well-being within the community, finding long term solutions that benefit the entire community. Find more information on the plan <a href="https://getinvolved.campbellriver.ca/cswb">here</a>.</li><li>Homewood (formerly HEARTH Village): In partnership with the Province of BC through BC Housing, the City is partnering to deliver 40 units of low barrier housing to address the challenges of homelessness and encampments</li><li>Provincial Advocacy: Council continues to advocate for action on initiatives beyond the City&#39;s scope, such as updates to legislation and investments in housing, mental health and addiction support and other avenues to address the root causes of crime, to the Federal and Provincial governments, Island Health, and BC Housing.</li></ul> BEAUTIFICATION:The Downtown Business Improvement Association is spearheading vital beautification projects in the Cultural and Waterfront Districts, securing funding to enhance key areas. Initiatives include flowerpot maintenance, mural replacements, hydro box wraps, and the installation of downtown maps and artist plaques. The arch reflects the skill, history and cultural depth of the Wei Wai Kum people, and it was the City&rsquo;s privilege to participate in this unveiling. The arch stands as a symbol of the path we share with the Wei Wai Kum Nation and our commitment to fostering a community that respects its roots and embraces its future. The City has secured $10.4 million from the federal Housing Accelerator Fund (HAF) to construct 282 new housing units between 2024 and 2026. Funding will support seven key initiatives that aim to rapidly increase housing supply, address development barriers, and enhance affordability by investing in housing and community infrastructure. With four micro-units being installed at the corner of 13th and 16th Ave., the initiative provides opportunities for incubating small local businesses and building visitor attraction opportunities. The micro market offers short-term, affordable lease rates to small and medium-sized businesses, supporting their growth and providing entrepreneurial programming.Funded by the Island Coastal Economic Trust and the Province of British Columbia&rsquo;s Rural Economic Diversification and Infrastructure Program, this project invites input from the community on its design. Downtown Business Walks: In 2023, Mayor and City staff began conducting a series of downtown business walks in the Tyee Plaza and along part of Shoppers Row. At their initial walk in May 2023, 21 businesses were visited, providing valuable discussions on community concerns and City support. The City of Campbell River (the City) is redesigning and replacing its website (<a href="http://www.campbellriver.ca">www.campbellriver.ca</a>) and other sites that the City maintains. The new website must meet users&#39; diverse needs, be current, accessible, and follow best practices.The City is seeking public feedback to help shape the future site. The website is one of the City&rsquo;s key communication tools that allows community members and visitors to connect with the City and stay informed from any location at any time. Information and access to services such as license renewals, bill payments and planning and development services must be provided online in an accessible, optimal format.The current website was launched in October 2013 and has now reached the end of its effective life. Accessibility requirements and technology advancements further the need to replace the City&#39;s aging site.This survey is one component of the engagement on the website replacement project and will help shape the new site that will benefit the City and the entire community. City Website Replacement

<a href="https://getinvolved.campbellriver.ca/birch-street-neighbourhood-bikeway/surveys/round-2-survey-campbell-river-master-transportation-master-plan-and-dogwood-corridor-study-2" rel="noopener noreferrer" target="_blank">Complete the Birch Street Neighbourhood Bikeway Survey.</a>The City of Campbell River (the City) has upgraded Birch Street to a neighbourhood bikeway. Neighbourhood bikeways are typically streets with low motor vehicle volumes and speeds and do not contain bike lanes. Based on low volumes and speeds, they are comfortable and safe for all ages and all abilities.The speed limit along the Birch Street neighbourhood bikeway has been lowered to 30 kilometres per hour (km/hr) and the pavement has been marked with &ldquo;sharrows&rdquo;. Signage indicating the new 30 km/hr speed limits and the new &ldquo;sharrow&rdquo; pavement markings was installed in September and October 2023. Since these changes were introduced in October 2023, feedback received from residents has been overwhelmingly positive.The Birch Street neighbourhood bikeway will provide a key connection from downtown to near the north end of the Dogwood Street multi-use pathway and will connect several key destinations, including Robron Centre, Robron Park, Pinecrest Elementary School, the hospital, Centennial Park, &Eacute;cole Phoenix Middle School and downtown. Birch Street is a local street and is a good fit for a neighbourhood bikeway, and will reduce cycling off major arterial roads like Alder Street and Dogwood Street.Phase 2, which will begin later this month and carry through into 2024, will focus on introducing traffic-calming measures to further encourage drivers to slow down. The first step in Phase 2 will include consultation with residents to explore the types and location of various traffic calming measures that would benefit the neighbourhood. The City is looking for feedback from all user groups of Birch Street and as many residents as possible. Residents are encouraged to <a href="https://getinvolved.campbellriver.ca/birch-street-neighbourhood-bikeway/surveys/round-2-survey-campbell-river-master-transportation-master-plan-and-dogwood-corridor-study-2" rel="noopener noreferrer" target="_blank">complete the survey </a>by December 21, 2023.Following the consultation, Council will be provided an update and staff will summarize results and make them available to the public. The final design will incorporate public comments and traffic engineering guidelines. This project was approved by Council in 2022, as part of the 2023 budget. Funding support for this project has been received from the Union of BC Municipalities&rsquo; Community Works Fund and the Carbon Neutral Reserve, which have no direct impact on property taxation.

Birch Street Neighbourhood Bikeway

The City of Campbell River is updating its Parks, Recreation and Culture Master Plan.Engaging with residents is an important aspect of developing the Master Plan and the City is providing opportunities for all residents to participate. The Master Plan will guide how the City develops, manages, improves and invests in parks, recreation and cultural services (facilities, programs, and events) over the next 10 years. More specifically, the Master Plan will:<ul><li>Define the roles of the City and other levels of government, including First Nations and Strathcona Regional District (SRD);</li><li>Provide a baseline assessment of parks, recreation and culture services, including infrastructure;</li><li>Convey the community&#39;s values and aspirations for the City&#39;s parks, recreation and cultural services;</li><li>Examine best practices and develop innovative ways to maximize the use of current parks, recreation and cultural assets; and</li><li>Identify service-level changes, deliverables, outcomes, priorities and capital costs for 2024 to 2034.</li></ul>The Master Plan will be developed with feedback from partners, interested groups, community partners, and the public, through several means of consultation and engagement, including the resident survey, feedback boards at key locations, youth engagement in schools, and discussion sessions with stakeholder groups and community organizations.

Parks, Recreation and Culture Master Plan

Phase 3 Update - May 2024The City of Campbell River is in the final stage of updating its Master Transportation Plan (MTP) and invites residents to <a href="https://getinvolved.campbellriver.ca/36119/widgets/148887/documents/128921" rel="noopener noreferrer" target="_blank">review the Draft MTP</a> and provide comments through the <a href="https://getinvolved.campbellriver.ca/campbell-river-master-transportation-plan/surveys/round-3-survey-campbell-river-draft-master-transportation-plan" rel="noopener noreferrer" target="_blank">MTP survey</a>. The Draft MTP includes priority infrastructure projects and policies, in six categories: pedestrians (walking and rolling); cycling; transit; automobiles (streets and connections); parking and transportation demand management; and emerging mobility.Thank you to residents who attended the open house, on April 30, 2024. This document reviews the future transportation needs of the community, alternate transportation choices, and the provision of multi modal transportation opportunities. The Plan will explore walking, cycling, transit and car use in Campbell River, with potential projects over the next 20 years.In addition to the MTP, a Dogwood Corridor Study looked at Dogwood Street, from the south end (Jubilee Parkway) to the north end (Highway 19A). The Study reviewed all major intersections and recommend short, medium and long term improvements for both operations and safety. The HEARTH Village: Temporary Housing Units

The City of Campbell River (the City) has received $10.4 million in funding from the federal government&rsquo;s Housing Accelerator Fund (HAF) to facilitate the construction of 282 new housing units between 2024 and2026.This funding will be used to implement seven key initiatives to rapidly increase the supply of housing, address barriers to development, and create more affordable housing stock. The City of Campbell River (the City) is nearing completion of the draft Quinsam Height Neighbourhood Plan (QHNP). Residents were invited to attend an open house to review the plan and provide input in June 2024. It will exist alongside the area-specific DCC, which will continue to consist only of drainage projects within the Quinsam Heights neighbourhood. Parcels within the Quinsam Heights area (as defined in the area-specific Drainage DCC bylaw) will pay both the City-wide DCC AND the Quinsam Heights Drainage DCC.<h2>Additional Information on DCCs </h2>Payment of DCCsDCCs are paid by applicants/developers at the time of:<ul type="disc"><li>Subdivision, for approval to create new single-family lots (Low Density Residential); or,</li><li>Building Permit, upon application to construct Medium or High Density Residential, Commercial, Industrial, or Institutional developments</li></ul>In-Stream ApplicationsWhen a new DCC Bylaw is enacted, an existing development application submitted prior to the adoption of the new Bylaw is granted 12 month of in-stream protection.In-stream protection will apply to both building permit and subdivision applications received prior to the adoption of any new DCC Bylaw. Protection is also extended to rezoning and development permit applications that were submitted prior to the adoption of any new DCC Bylaw and that will result in a building permit within 12 months of bylaw adoption. If an application meets the required criteria of being submitted prior to the adoption of the new DCC Bylaw, it is protected from rate increases.Statutory Exemptions from DCCsDCC Exemptions, instances when DCCs are not payable, include:<ul type="disc"><li>Construction, alteration, or extension of a building which is solely for public worship and the land on which the building stands is exempt from taxation;</li><li>Units with &le; 29 m2 area;</li><li>Units of &le; $50K of building permit value;</li><li>Where DCCs have been previously charged; and,</li><li>In-stream applications (complete).</li></ul>Waivers and ReductionsUnder the Local Government Act, a local government may opt to impose a Bylaw through which DCCs may be waived or reduced. DCC waivers or reductions can be provided in support of affordable rental housing and low-impact development.The City currently has Development Cost Charges Reduction Bylaw No. 3973, 2024, which enables waivers and/or reductions for eligible developments, which include:<ul type="disc"><li>Not-for-profit rental housing, including assisted living developments owned by a public authority or a not-for-profit society; and,</li><li>For-profit affordable rental housing.</li></ul>In the case of any waivers or reductions provided, the amount waived or reduced is to be entirely supported by the existing taxpayer. <div class="OutlineElement Ltr SCXW184037822 BCX0"> </div>

<h2>Latest Update: Continuing Engagement on the Official Community Plan</h2>As part of the ongoing update to Campbell River&rsquo;s Official Community Plan (OCP), the City is engaging with key interest holders to help shape the community&rsquo;s future.Current focus groups include participants from the development sector, housing agencies and service providers, and the local business community. The City is also connecting with organizations such as the Campbell River Environmental Committee (CREC), Greenways Land Trust, and Island Health to gather a wide range of perspectives.Engagement with First Nations partners remains a top priority. The City has met with We Wai Kai and Homalco and is planning to connect with Wei Wai Kum in the near future.These conversations are an important part of ensuring the updated OCP reflects the values and priorities of the entire community. In addition to housing, the City envisions a variety of commercial, retail and civic uses at the ground level of the development that aims to invigorate and animate both Shoppers Row and 13th Avenue. August 2025 Update:<iframe width="640" height="360" src="https://www.youtube.com/embed/oHNaVBaO7io??feature=shared&wmode=opaque&rel=0" frameborder="0" allowfullscreen="" class="fr-draggable"></iframe>Social Services SupportThe City recognizes the importance of social services in supporting the city&rsquo;s vulnerable community members. Recognizing that the closure of Harbourside Inn required the social services previously operating out of the building to be relocated, and acknowledging that to date the groups have been unsuccessful in securing a new location, the City has offered temporary services throughout the summer to help fill any potential service gaps. These services will now run until the end of October 2025:<ul><li>The City is providing takeaway dinners, run by the Salvation Army, that provide meals to vulnerable community members and supplement the hot lunch programs that are available through the Salvation Army Centre of Hope.</li><li>Free showers and hygiene supplies&mdash;including towels, soap, and shampoo&mdash;are available at the Campbell River Community Centre. This program supplements shower services offered at the Salvation Army Centre of Hope.</li><li>Weekly laundry service in the Community Centre parking lot is also available and supplements the laundry service provided by the Salvation Army Centre of Hope.</li></ul>Working with BC Housing and Lookout Housing and Health Society, the City is also expanding Homewood, the temporary supportive housing initiative at 1299 Homewood Road. Homewood will welcome eight new residents in October, in addition to the 40 already housed there. This will mean that 48 community members will have access to food and hygiene services on site, where they live. The City will continue to monitor what this means for the community demands for these services as City staff continue to explore opportunities to best support vulnerable members of our community, including food security, supportive housing, and targeted outreach.While the delivery of these programs falls outside the City&rsquo;s formal responsibilities, Council remains committed to advocacy and collaboration to support our most vulnerable residents. Council continues to seek support from other levels of government to secure the resources our community needs, which fall within their scope of work and beyond the local government&#39;s mandate.<a href="https://getinvolved.campbellriver.ca/46121/widgets/193683/documents/158949">View a summary of the interim social services available.</a><a href="https://getinvolved.campbellriver.ca/reimagine-the-row/widgets/194876/faqs#question42320">Read the FAQs for more information on how the City continues to work with Laichwiltach Family Life Society on relocation efforts.</a>Harbourside Inn Residents When the City purchased Harbourside Inn, it housed around 45 low-income tenants, many with complex needs. But the building lacked the on-site care and support that many individuals required, and living conditions were poor.City staff and partners have worked tirelessly to complete assessments and match individuals with better housing. Every resident that required support and provided consent was offered housing should they want it&mdash;many with improved supports, accessibility, and proximity to services and family.Demolition and Construction Here&rsquo;s what you can expect to see on site over the next few months:<ul type="disc"><li>July to November 2025 &ndash; Hazardous Materials Abatement</li><li>August to December 2025 &ndash; Preparation for and demolition of buildings on site</li><li>January to February 2026 &ndash; Complete all remaining demolition activities.</li></ul>Pre-demolition work has begun at the Harbourside Inn. At this stage most of the work is being done inside the building, so while it may look quiet on site, important progress is being made every day. This includes removal of building contents like furniture and fixtures and disposal of hazardous material. This work will continue until the end of October, with the demolition of Harbourside Inn expected to begin in November.To help facilitate this work, the laneway behind the Harbourside Inn is temporarily closed until mid-December. The sidewalk in front of the building will also be temporarily closed starting in mid-November to ensure public safety once demolition begins.Expression of InterestThe City has issued a Request for an Expression of Interest with the intent of partnering with a qualified, visionary developer eager to invest in Campbell River and collaborate on this redevelopment. In partnership with the City, the successful partner will be responsible for financing and constructing the development in line with City&rsquo;s vision. Once constructed, the City will maintain ownership of the ground floor, with the developer owning and operating the residential component above the ground floor. The City has evaluated the submitted proposals and is working on a Partnership Agreement with the successful proponent. The successful proponent is expected to be announced in the near future, with demolition of the existing building commencing later in the summer.More About the ProjectDowntown is the heart of Campbell River. It&rsquo;s the cultural center of our community. It&rsquo;s where we come together as neighbours and friends. It continues to be a priority for the social and economic well-being of the City.The purchase of the Shoppers Row properties aims to address:<ul><li>Downtown Reinvestment &ndash; The City investing in downtown signals to private investors that they have a strong vision and intend to work with the private sector in its revitalization. Initial efforts have intentionally focused on Shoppers Row as the epicenter of downtown reinvestment and with the goal of seeing revitalization continue to expand outwards.</li><li>Housing &ndash; Campbell River has less than 1% apartment vacancy rate, and the development of purpose-built rental housing with a variety of unit types (studio apartments to 3-bedroom units) for middle income households will create a significant amount of additional housing downtown</li><li>Community Safety &ndash; The City purchased the Downtown Safety Office in 2023, and the purchase of the additional properties is a continuation of our plan to build Shoppers Row into a hub in the cultural heart of the community. The longer parking time limits make it even easier to stay, shop and relax (maybe with a beverage or a bite to eat?) downtown. Longer-term downtown parking is also available at Tyee Plaza, the Maritime Heritage Centre and other large lots downtown.Downtown Business Walks: Mayor and City staff conduct regular business walks downtown in the Tyee Plaza, along Shoppers Row, and into Campbellton and Willow Point. The Housing Accelerator Fund (HAF) is a federal initiative administered by the Canada Mortgage and Housing Corporation (CMHC) to accelerate housing supply by supporting local governments in removing barriers to development and streamlining processes. The City of Campbell River entered into a HAF Contribution Agreement with CMHC in January 2024, securing eligibility for up to $10.4 million in funding. This funding is released in stages based on the City&rsquo;s ability to meet the commitments outlined in the Approved Action Plan.The Approved Action Plan consists of seven initiatives and housing supply targets, which collectively aim to increase housing availability through regulatory updates, financial incentives, and land-use planning strategies. The plan includes a Housing Supply Growth Target of 1,277 permitted housing units by January 2028, with additional targets specifying that 549 of these units will be missing middle housing, 345 will be other multi-unit housing, and 16.36 percent of the total permitted units will be designated as affordable housing. Over the course of 2024, the City of Campbell River (the City) worked closely with the <a href="https://ccfsc-cccs.ca/" rel="noopener noreferrer" target="_blank">Canadian Centre for Safer Communities</a> to develop a comprehensive Community Safety and Well-being (CSWB) Plan. The CSWB Plan is a collaborative vision with an actionable plan that enhances safety, sense of safety, and overall well-being within the community, which was contributed to by community partners, service providers and the public.<a href="https://getinvolved.campbellriver.ca/42126/widgets/175728/documents/158678" rel="noopener noreferrer" target="_blank">Community Safety and Well-Being Action Plan</a>Mayor and Council received a presentation, endorsed, and then approved the Community Safety and Wellbeing Action Plan (the Plan) in summer 2025.The Plan incorporates insights and feedback from community partners, social service providers, law enforcement and the general public, collected throughout 2024. The central idea behind community safety and wellbeing planning is that resolving complex challenges such as crime, disorder, homelessness, mental health, and addictions require a collaborative approach and actions that span many different sectors and agencies. The planning process seeks to understand the set of problems faced by a community through information gathering and research, followed by community consultation, surveys, and field assessment. This process helps identify a community&rsquo;s strengths alongside gaps or problem areas that need to be addressed. <a href="https://getinvolved.campbellriver.ca/birch-street-neighbourhood-bikeway/surveys/round-2-survey-campbell-river-master-transportation-master-plan-and-dogwood-corridor-study-2" rel="noopener noreferrer" target="_blank">Complete the Birch Street Neighbourhood Bikeway Survey.</a>The City of Campbell River (the City) has upgraded Birch Street to a neighbourhood bikeway. Neighbourhood bikeways are typically streets with low motor vehicle volumes and speeds and do not contain bike lanes. Based on low volumes and speeds, they are comfortable and safe for all ages and all abilities.The speed limit along the Birch Street neighbourhood bikeway has been lowered to 30 kilometres per hour (km/hr) and the pavement has been marked with &ldquo;sharrows&rdquo;. Signage indicating the new 30 km/hr speed limits and the new &ldquo;sharrow&rdquo; pavement markings was installed in September and October 2023. Since these changes were introduced in October 2023, feedback received from residents has been overwhelmingly positive.The Birch Street neighbourhood bikeway will provide a key connection from downtown to near the north end of the Dogwood Street multi-use pathway and will connect several key destinations, including Robron Centre, Robron Park, Pinecrest Elementary School, the hospital, Centennial Park, &Eacute;cole Phoenix Middle School and downtown. Birch Street is a local street and is a good fit for a neighbourhood bikeway, and will reduce cycling off major arterial roads like Alder Street and Dogwood Street.Phase 2, which will begin later this month and carry through into 2024, will focus on introducing traffic-calming measures to further encourage drivers to slow down. The first step in Phase 2 will include consultation with residents to explore the types and location of various traffic calming measures that would benefit the neighbourhood. The City is looking for feedback from all user groups of Birch Street and as many residents as possible. Residents are encouraged to <a href="https://getinvolved.campbellriver.ca/birch-street-neighbourhood-bikeway/surveys/round-2-survey-campbell-river-master-transportation-master-plan-and-dogwood-corridor-study-2" rel="noopener noreferrer" target="_blank">complete the survey </a>by December 21, 2023.Following the consultation, Council will be provided an update and staff will summarize results and make them available to the public. <div class="OutlineElement Ltr SCXW151539441 BCX0">The 2025 City of Campbell River Citizen Satisfaction Survey results are now available. <a href="https://getinvolved.campbellriver.ca/38894/widgets/167693/documents/159930">View the 2025 Campbell River Citizen Survey Detailed Report on Findings.</a>A total of 1600 surveys were mailed to residents throughout Campbell River in fall 2025. Addresses were selected on a random sample basis, as it is important that we receive responses from a wide range of community members in neighbourhoods across the city. The survey was also made available online and in person at City Hall to ensure that all Campbell River residents had the opportunity to provide feedback.In total, 810 surveys were completed, providing a robust snapshot of community sentiment. The mail survey, which achieved a 25% response rate, is considered representative of Campbell River&rsquo;s population and accurate within &plusmn;5% at a 95% confidence level.Key findings include:<ul><li>Quality of Life:<ul><li>93% rate Campbell River&rsquo;s overall quality of life as good or very good.</li><li>93% say it&rsquo;s a great place to raise children; 92% recommend it as a place to retire.</li></ul></li><li>City Services:<ul><li>70% agree the City is doing a good job overall.</li><li>Satisfaction with City trails (94%) and parks/events (93%) remains strong.</li></ul></li><li>Customer Service:<ul><li>City staff received high marks for helpfulness (86%) and knowledge (89%).</li></ul></li><li>Top Issues:<ul><li>56% identify homelessness and addiction as the most pressing issue.</li><li>34% say housing availability and affordability should be a top priority.</li><li>29% of respondents indicated that they did not feel safe downtown, which was down from 49% in 2023.</li></ul></li><li>Budget and Services:<ul><li>54% support maintaining current service levels through moderate tax increases.</li><li>18% prefer reducing services to keep taxes unchanged.</li></ul></li></ul></div><div class="OutlineElement Ltr SCXW151539441 BCX0">Feedback will help inform upcoming budget discussions, and the decisions Council makes will determine the facilities, services, and programs available to community members for many years to come. Phase 3 Update - July 2025The City of Campbell River is in the final stage of updating its Master Transportation Plan (MTP).This summer, an updated Master Transportation Plan will be presented to Council - laying out a long-term strategy to improve mobility, safety, and accessibility across Campbell River&#39;s transportation network. Shaped by three years of technical analysis and community input, the plan highlights key infrastructure and policy priorities over the next decade.Visit the <a href="https://www.campbellriver.ca/your-city-hall/city-council/council-meetings" rel="noopener noreferrer" target="_blank">Council meeting agendas</a> to see when the plan will be reviewed and track upcoming updates.Quinsam Heights Transportation and Growth Infrastructure StudyCampbell River is a growing community, and the Quinsam Heights neighbourhood has been identified as a growth area to accommodate the community&rsquo;s housing needs. In the future, the city may need a new north-south connector road as Quinsam Heights and the surrounding area continue to grow. At the Committee of the Whole meeting on May 20, 2025, Council approved the <a href="https://campbellriver.civicweb.net/FileStorage/FA2352A8A65144EFA15F9EAE4E9A92A9-RtC%20-%20Quinsam%20Heights%20Transportation%20and%20Growth%20In.pdf" rel="noopener noreferrer" target="_blank">Quinsam Heights Transportation and Growth Infrastructure Study</a>, which stems from the work that&rsquo;s being done to update the Master Transportation Plan.The study, which is split into two phases, will explore options for responding to current and future transportation needs in the Quinsam Heights area.The first phase, which will be completed in 2025, will include a technical review of Peterson Road and whether it can accommodate the continued growth, which adds much-needed housing to the community, that&rsquo;s projected for Quinsam Heights.The second phase, which would take place in 2026 pending the results of phase one and approval from Council, would look at options to increase the capacity of the road network in this area to address current and future transportation needs. While several options would be considered, one option would explore the feasibility of upgrading the Elk River Timber (ERT) road corridor, between 14th Avenue and Evergreen Road, to accommodate vehicle traffic, as it did back in 2001, with a separate multi-use pathway for pedestrians and cyclists.Phase two would involve extensive public engagement and outreach, and would incorporate feedback gathered from previous engagements, such as the Master Transportation Plan and the Parks, Recreation and Culture Master Plan. It would also include reviewing topographical and environmental constraints and obtaining high-level cost estimates.Council is committed to improving transportation for all road users, including those who regularly walk, roll, bike, take transit or drive in Campbell River.The City is also embarking on an update of its Official Community Plan, which lays out a strategic vision for future growth.Project BackgroundThe Master Transportation Plan was last updated in 2012 and the City is currently updating it. This document reviews the future transportation needs of the community, alternate transportation choices, and the provision of multi modal transportation opportunities. The Plan will explore walking, cycling, transit and car use in Campbell River, with potential projects over the next 20 years.In addition to the MTP, a Dogwood Corridor Study looked at Dogwood Street, from the south end (Jubilee Parkway) to the north end (Highway 19A). The Study reviewed all major intersections and recommend short, medium and long term improvements for both operations and safety. No changes are planned for Dogwood Street and the recommendations are no longer being pursued.Planning ProcessThe updated Master Transportation Plan will encourage walking, cycling and transit use in order to build a community with less pollution, less congestion, healthier individuals, healthier communities, less reliance on fossil fuels and fewer collisions.The planning process will consist of three phases:Phase 1 - Collecting background research, including existing conditions, data collection and the first round of public consultation.Phase 2 &ndash; Refining vision, principles and goals including a prioritization of projects and costing.Phase 3 - Developing policy directions and drafting a plan.Plan Adoption - Presenting final plan to Council for adoption.The planning process involves ongoing engagement with the public, First Nations, community partners, a Project Advisory Team, City staff and Council at key stages of plan development. The City of Campbell River has been working on a new Quinsam Heights Neighbourhood Plan (QHNP). A final draft plan will be brought forward to Council and the public in late summer/early fall 2025.<h3>Open House</h3>In summer 2024, staff hosted an open house. Residents were invited to attend an open house to review the plan and provide input in June 2024. Following public and internal input, shortcomings in the original draft plan were identified.
