Latest Update: Draft Plan Available
The draft Official Community Plan provides a modern, legislatively compliant, and community-informed framework to guide Campbell River’s growth over the next 20 years. Direction from Council at this stage helps ensure the final document reflects local priorities while positioning the City to meet provincial requirements, manage growth strategically, and improve implementation and accountability.
A public hearing will be held prior to adoption of the OCP, the hearing is anticipated during the week of July 13 –16, 2026, with final adoption targeted for late July or early August.
Highlights of the current draft plan include:
Promoting greater infill development by directing higher density developments along the Dogwood Street Corridor, Quinsam Heights, Downtown and within the City’s existing neighbourhood centres like Willow Point and Campbelltown.
Continuing to advance Campbell River Airport lands as a regionally significant employment area by supporting aviation-related light industrial and commercial uses.
Supporting a range of housing types to meet the needs of a growing population, particularly for families, seniors and vulnerable residents.
Supporting investment in the City’s transportation network, especially in higher growth areas like Quinsam Heights, for all road users - vehicles, cyclists and pedestrians.
Continuing to support the City’s resource-based economy while supporting economic diversification.
Promoting the management of natural areas by balancing conservation with responsible development.

Background
Did you know that Campbell River is home to around 35,000 residents? And in the next 20 years, the city’s population is expected to grow to around 42,000. It's crucial that we start planning now, so that we have the necessary infrastructure, parks, and amenities to support this growth.
The Official Community Plan (OCP) is our community's strategic vision for the future. It guides how we design neighbourhoods, move around the community, how land is used, and the amenities that the City provides. Essentially, it's a roadmap that builds on our strong foundations, guiding us toward an even brighter future for Campbell River.
The last comprehensive review of Campbell River’s OCP took place in 2012, with minor updates in 2015. Since that time, Campbell River has seen rapid growth and other changes that will make this OCP update timely and impactful for fulfilling the community’s priorities.
Planning Process
The OCP update has been divided into 5 Phases:

Phase 3 | Draft Plan Development (Spring 2025 - Summer 2025)
Phase 4 | Plan Refinements (Summer 2025 - Winter 2025)
