The City of Campbell River and the Province, through BC Housing, are working together to build new temporary housing units with support services at 1299 Homewood Road, which will be known as the HEARTH Village (Homelessness Encampment Action Response Temporary Housing). We invite everyone to learn more, ask questions and share your feedback for consideration as planning continues. The project is in the planning phase.

The City and BC Housing are engaging neighbouring residents and businesses, social services and community partners. Two virtual neighbourhood dialogue sessions are planned with broader public engagement to follow. If you are a neighbour of this location and have not received an invite, please reach out to communityrelations@bchousing.org.

In March 2024, we held a virtual neighbourhood dialogue session and in-person community open house to share information about the project and to receive feedback from our community.

About the HEARTH Village

The 2023 Point-in-Time homeless count identified 197 people as experiencing homelessness in Campbell River. This is a 66% increase from the previous count in 2021. This crisis reflects the urgent need to offer safe, indoor shelter to people experiencing homelessness in Campbell River and stop the cycle of homelessness.

The City of Campbell River owns the property at 1299 Homewood Road. This site was chosen for temporary housing because it is immediately available, already in use for overnight sheltering and is close to community services.

The HEARTH Village will have 40 sleeping units, with access to a shared amenity space and washrooms. An experienced non-profit organization will be selected through a fair and open process. Learn more about the HEARTH Village at: letstalkhousingbc.ca/campbell-river-homewood-road.

By providing temporary housing for people experiencing homelessness in Campbell River we are honouring our commitment to community health and safety for all, as we work together on more permanent solutions. The City and BC Housing are working together to develop this site.


Other City of Campbell River Safety Initiatives

Partnering with BC Housing to deliver the HEARTH Village is just one step the City is taking to respond to the challenges of homelessness in our community. We’re also:

  • Working with neighbours to complete clean-ups
  • Increasing RCMP and Bylaw presence (four new RCMP and two Bylaw positions have been approved this year)
  • Developing a community safety and wellness plan – we will be reaching out later this year to engage on this plan
