Homewood (formerly HEARTH Village) is opening the doors to its first residents!

Homewood is a rapid housing initiative providing 40 temporary housing units with support services at 1299 Homewood Road. The City of Campbell River (the City) and the Province, through BC Housing, partnered to build and develop Homewood.

The City and BC Housing selected Lookout Housing and Health Society to operate and provide supports for the 40 temporary housing units. Lookout has been providing housing and a range of support services to adults with low or no income for over 50 years and currently operates similar housing at The Village in Duncan since 2022.

Residents are moving into Homewood in phases. The first group of residents arrived in November 2024. There will be a settling-in period before the next group moves in. Welcome home to all the new residents!

About Homewood

The 2023 Point-in-Time homeless count identified 197 people as experiencing homelessness in Campbell River. This is a 66 per cent increase from the previous count in 2021. This crisis reflects the urgent need to offer safe, indoor shelter to people experiencing homelessness in Campbell River and stop the cycle of homelessness.

The City owns the property at 1299 Homewood Road. This site was chosen for temporary housing because it is immediately available, already in use for overnight sheltering and is close to community services.

Homewood has 40 sleeping units, with access to a shared amenity space and washrooms. Residents are selected through a Coordinated Access and Assessment process that:

  • Places people who are doing well in community shelters into temporary housing with supports, which will help free up shelter beds for those sleeping outside or in encampments
  • Prioritizes people from the local community as identified in Campbell River’s point-in-time counts

By providing temporary housing for people experiencing homelessness in Campbell River, we are honouring our commitment to community health and safety for all, as we work together on more permanent solutions. The City and BC Housing are working together to develop this site.


Other City of Campbell River Safety Initiatives

Partnering with BC Housing to deliver Homewood is just one step the City is taking to respond to the challenges of homelessness in our community. We’re also:

  • Working with neighbours to complete clean-ups
  • Increasing RCMP and Bylaw presence (four new RCMP and two Bylaw positions have been approved this year)
  • Developing a community safety and wellness plan – we will be reaching out later this year to engage on this plan

    The City of Campbell River (the City) is in the beginning stages of implementing its Housing Accelerator Fund Action Plan. Earlier this year, the City was awarded $10.4 million from the Government of Canada’s Housing Accelerator Fund (HAF). The City will use this funding to address barriers to development and incent the creation of 282 additional homes in Campbell River. This is part of a broader strategy to grow the local housing supply that looks to permit a total of 1,200 residential units, over the next three years.
